I know that UCL subscribes to a particular journal, but I can't find it on the IOE Library Catalogue - help!

Now that we've merged with UCL, you will need to use UCL Explore instead of IOE Library Search (or the old Library catalogue) to make sure you are getting access to all the journals available to you now.  You can access UCL Explore here. For help on using IOE Library Search, and tips about searching for resources generally http://libguides.ioe.ac.uk/searching
