Where can I find an electronic copy of the Browne review on higher education?

An electronic version of the Browne Review, the full title of which is "Securing a sustainable future for higher education:  an independent review of higher education funding and student finance", is available in the IOE's Digital Education Resource Archive (also known as DERA).  You're right in that it was published in 2010.

DERA contains all government publications relating to education that are available in electronic format.  For older government publications which were published in print form search UCL Explore (instructions on how to search Explore are available on our Getting Started guide)
