Answer

The Newsam Library at the UCL Institute of Education is open to all visitors for research purposes.  However, free access is limited to people who fall into specific categories.   If your friend does not fall into one of these free categories, they will have to pay for membership.  For full information, and a list of the free and charged categories please see our guide Information for External Visitors.
